The 50-Unit condominium site on the Willamette River in Portland Oregon was the first development to be reviewed after the listing of salmon as an endangered species. The listing meant that no menacing construction, like armor or bulkheads, could be used to secure site suitability for construction. The innovative plan of native planting, grading, and an array of buildings was approved without objection.
